Members elected in 2006: All Candidates filed their intent
to run for a Board position by the filing deadline, are
qualified to run for the Board, and were elected by those
attending the November 13, 2006 Board Election & Annual Meeting.

NOTICE -
NORTH END NEIGHBORHOOD COUNCIL BOARD OF DIRECTORS ELECTION
The North End Neighborhood Council, established by
Tacoma
City Ordinance, is
comprised of all residents, business or property owners, and employees within
its boundaries. The purpose of the Neighborhood Council it to advise the City
on policy formation, review and drafting of ordinances, budget development,
and planning and development issues. The Board also serves a liaison between
the citizens and City government, working collaboratively to enhance and
improve our neighborhood.
The North End Neighborhood Council will hold an annual election for its Board
of Directors on November 13,
2006. All Council
members sixteen years of age and above are eligible to vote in the election.
The Board consists of 15 seats, 8 of which are
open
for election/reelection this November. Board Members, who serve without
compensation, are elected at large for a term of two (2) years. All Council
members eighteen (18) years of age and older are eligible to stand for
election, however a majority of the Board shall be residents of the
neighborhood and must not serve on more than one Neighborhood Council Board at
a time. Elected City officials, even if residents of the Council, are not
eligible to sit on the Board.
Board Members are required to attend and participate
in all regularly scheduled Board and committee meetings (normally one each per
month), general meetings (approximately one each
quarter), and the annual Board retreat. They must be willing to serve on Board
committees and chair a committee if asked, participate in outside
agency/activity meetings (City Council, Planning Commission, Community
Council, etc.) as a representative of the Board, and assist in all other
activities undertaken by the Board.
Candidates must realize that the purpose of serving on the Board is to
accomplish the Board’s work as described above. If
the goal is primarily to express one's
opinion, that goal can be accomplished by attendance at Board or General
meetings and speaking from the floor during a Comments
period.
Qualified persons must file with the Membership Committee not later than
5:00 PM on October 9 2006.

The North End Neighborhood Council (NENC) was established
by Tacoma city ordinance and is comprised of all residents, property owners, and
persons who work within its defined boundaries. The NENC operates as a nonprofit
corporation under the laws of the State of Washington.
Fifteen board members, elected by the Council, serve as directors and officers
of the corporation. Members of the Board are responsible for conducting the
business of the Council and assume legal and fiduciary responsibility for its
operation and activities. Since service as a board member carries with it legal
responsibilities, all persons on the board must be at least 18 years of age.
Board members serve two-year terms, without compensation, and may be reelected
for additional terms.
The primary responsibilities of the neighborhood council board are to advise
city government on policy formation, drafting of ordinances, and planning and
development issues; to serve as a liaison between citizens and city government;
and to work collaboratively toward neighborhood enhancement and improvement.
All board members are required to:
• Attend and participate in all regularly scheduled board meetings, committee
meetings, general meetings, any special meetings called, and the annual retreat.
• Assist in the activities, tasks, and work undertaken by the Board.
• Serve on board committees and be willing to chair committees, if appointed.
• Attend and participate in meetings of other bodies on behalf of the Board, if
required by Board or committee duties or if requested to do so.
• Assist the Executive Committee in the planning and presentation of the general
meeting programs, if requested to do so. This may include making oral
presentations before the assembly.
• Assist in the notification and information dissemination process and to help
publicize general and other public meetings held.
• Work cooperatively with other Neighborhood Councils and the Community Council,
if called upon to do so.
Normally, NENC board meetings are held on the first Monday of each month, with
additional Board meetings scheduled as needed. Committees meet on the second
Monday of the month, as well as at other times scheduled by individual committee
chairs as necessary. General meetings are held four or more times annually,
typically on the third Monday of the month. Attendance at board, committee, and
general meetings is required for all Board Members.
